What is a Procedural Approach Service?
The VATSIM Global Ratings Policy defines a "Procedural Tower" as the following:
4.6 PROCEDURAL TOWER - A Procedural Tower is a tower position that, in the real world, provides a non-radar approach service for arriving aircraft to that airport, and is clearly listed on the local facility’s website as a Procedural Tower.
When providing a Procedural Approach Service, the Tower controller takes on many of the responsibilities and abilities of a normal Approach controller. The Tower controller is responsible for clearing aircraft onto STARs and approaches. The Tower controller also controls the TMA.
Arrival Procedures
Tower handles all arrivals at Akureyri and controls the sequence of aircraft on STARs.
When Reykjavik Control is online
If you receive a service from Reykjavik Control, you will be descended by Reykjavik Control (usually down to 7,000ft) and then handed to Akureyri Tower.
Without Reykjavik Control
You will likely receive a message from Akyreyri Tower when around 40 miles out. On first contact report your position, altitude, and intentions. Tower will instruct you to descend when needed.

The speed limit for all holds in the Akureyri TMA is 230kts IAS unless otherwise instructed.

Departure Procedures
When departing via a SID, you can expect to be asked to report passing 7,000ft or to contact Reykjavik Control when passing 7,000ft.

VFR aircraft will remain with Akyreyri Tower until they are clear of both the CTR and TMA.
